Internet reports that the U.S. Congress recently proposed the "Decoupling U.S. Artificial Intelligence Capabilities from China Act of 2025." The bill prohibits Americans from assisting China in promoting AI and prohibits Americans from downloading or using DeepSeek. Otherwise, it will be classified as a crime, punishable by up to 20 years in prison and a fine of US$1 million. The bill states that if American individuals or companies cooperate with universities, universities or laboratories in China on AI, it may violate the law. Companies that violate the law can be fined up to US$100 million. In addition, non-U.S. citizens involved in transferring technology may face deportation.
