French and Italian regulators jointly submit recommendations on the application of distributed ledger technology to the EU
According to online reports, the French Financial Markets Authority (AMF) and the Italian Securities and Exchange Commission (CONSAB) jointly submitted recommendations to the European Commission on blockchain and distributed ledger technology (DLT) applications. The two agencies pointed out that the EU DLT market infrastructure pilot plan implemented in 2023 failed to achieve the expected goals. To improve the plan, recommendations include: establishing a more flexible regulatory framework to encourage trials; expanding the scope of the pilot and extending the duration of the program; improving infrastructure qualifications and capital limits; expanding the scope of eligible assets to structured bonds and some derivatives; strengthening the regulatory responsibilities of the European Securities and Markets Authority (ESMA); and promoting interoperability between DLT infrastructure and traditional systems.
