US senators submit draft Clean Cloud Act, requiring crypto mining companies to reduce emissions
Internet reports that Democratic Senators Sheldon Whitehouse and John Fetterman submitted the draft Clean Cloud Act of 2025 to the U.S. Senate, aiming to control carbon emissions from cryptocurrency mining facilities and AI data centers. The ultimate goal is to impose fines on facilities that use non-renewable energy by 2035. The draft proposes to amend the Clean Air Act to require data centers with an energy capacity of more than 100 kilowatts to comply with regional emission caps set out in the Department of Energy's National Transmission Demand Study. According to the draft, different emission caps will be set for each region. The cap standard will be established by the end of 2025 and will be reduced by 11% every year thereafter until it reaches zero in 2035. Enterprises exceeding the standard are required to pay inflation-adjusted fines based on the excess, and are prohibited from passing costs on to users. The fines will be used to alleviate rising electricity costs for residents through local government allocations and fund clean energy deployment.
