A Bitcoin developer released a draft BIP proposing the forced relocation of UTXO, which is vulnerable to quantum attacks."

On April 5, according to Protos, Bitcoin developer Agustin Cruz released a draft Bitcoin Improvement Proposal (BIP) called "Anti-Quantum Address Migration Protocol (QRAMP)" on the Bitcoin-Dev mailing list. The draft BIP contains code for hard-fork consensus changes that will force the migration of UTXOs that are vulnerable to quantum attacks. If QRAMP gains consensus and is activated in the dominant version of all-node software Bitcoin Core, a countdown will begin. By the deadline, if users fail to transfer their coins into the quantum-resistant wallet, Bitcoin Core will reject any transactions that attempt to spend funds from the Legacy wallet. In BIP's statement, Cruz argued that it provides "legitimate owners with a clear, non-negotiable opportunity to protect their funds." He called his proposal "realistic" and "necessary." Importantly, BIP will effectively change the supply of BTC. After its deadline, it will reject deals from the old UTXO. This is effectively destroying these currencies from BTC circulation. Currently, the BIP is still in the draft stage and has not yet been assigned a BIP number.
