On June 14, local time, according to the European Parliament vote, real-time remote biometrics will be banned。The ban means that in the future, no institution or individual will be allowed to scan faces in real time in public.。In addition, according to the results of the vote, AI giants such as Open AI and Google need to evaluate tools such as GPT-4 and summarize the copyrighted material used to train their models.。

Before the formal legislation, the EU Parliament, EU member states and the European Commission will have to start tripartite negotiations on the issue on Wednesday evening local time.。According to media reports, for legislators, they want to be able to face recognition technology and biometric surveillance technology to be completely banned, while some EU countries, for national security, defense and military considerations, hope that lawmakers can be "lenient" to the technology.。

Thierry Breton, head of EU industry, said: "Artificial intelligence raises a lot of questions socially, ethically and economically.。But now is not the time to press any pause button。Instead, it's about acting quickly and taking responsibility。"

In fact, at the level of AI regulation, the EU is a well-deserved pioneer。In April 2018, the EU was the first to issue a policy document, EU Artificial Intelligence, proposing to gradually establish an appropriate ethical and legal framework。In 2021, the European Commission introduced the world's first legal framework on artificial intelligence - the EU Artificial Intelligence Act。In the bill, the committee divided AI technology into four different risk levels with different regulatory requirements.。At the time, the European Commission believed that despite the rapid development of artificial intelligence, the system was designed to meet the upcoming challenges.。

Contrary to expectations, with the rapid development of the technology, especially the rapid improvement of computing power and large language models, in just a few years, the designers of these systems began to lament that the former framework was outdated.。In April, 11 MEPs from across the political spectrum collectively signed an open letter calling for the inclusion of provisions in the AI Bill for advanced AI tools such as ChatGPT.。In their vision, the revised draft bill is expected to become a blueprint for other regulators around the world.。

The outcome of this EU parliamentary vote reflects the agency's courage in its determination to regulate this emerging technology.。Real-time remote biometric monitoring technology, banned by the vote, has been put on hold after a political deal collapsed last week.。However, in this vote, the EU Parliament is still determined to vote to ban the technology, or will be in the evening negotiations with the 27 EU countries completely at odds。

It is understood that the European Commission hopes that the parties can reach an agreement by the end of this year and have a substantial impact on enterprises by 2026.。
