First, strengthening the legislative framework is one of Vietnam's key priorities.。The passage of the Electronic Transactions Law and the Telecommunications Law in the 15th National Assembly highlights the positive position of the Vietnamese Government in prioritizing the establishment and improvement of the legal infrastructure.。

In the postal sector, the exponential growth of e-commerce in Vietnam has greatly promoted the development of the digital economy。Statistics show that the postal service grew by 9.3% to 58.9 trillion VND (about 24.$200 million)。

In terms of telecommunications and digital infrastructure, although Vietnam is a developing country, it has also made great strides.。By the end of 2023, the country's 4G coverage was as high as 99%..8%, even more than the developed countries。

Currently, Vietnam's 5G services are also being piloted in 59 regions, and the proportion of smartphone users continues to rise to 84.4%, the industry's goal of "achieving full smartphone adoption by the end of 2024" must be won.。

Revenue from digital technology provided $142 billion, accounting for 28% of the global digital technology market..7%, and about 1,500 digital technology companies generate revenue from international markets, up nearly 4% year-on-year。

In terms of network information security, the importance of the Vietnamese government is also evident.。According to statistics, more than 9,000 illegal websites were intercepted throughout the year, including 2,603 fraudulent websites, effectively guaranteeing more than 10 million citizens access to illegal online platforms.。

In the publishing sector, audiobook revenues exceeded VND 102 billion, doubling from the previous year, while publishers registered electronic publishing activities to exceed their targets, with the proportion expected to reach 40.3% 20% higher than planned; full-year e-book publishing up 31.4%, accounting for 15% of the total published.3%。

Chen said: "Digital transformation is an important part of administrative reform.。"

According to 2023 data, the growth rate of digital transformation is 2 times higher than GDP。Only through transformation and innovation in science, technology and digitalization can the gap with developed countries be narrowed。However, one of the biggest obstacles is the current institutional and policy framework。

He believes that in addition to amending outdated decrees, new regulations need to be enacted as soon as possible and ensure that they meet the corresponding standards。And for those departments that need special mechanisms, Chen Liuguang proposed "tailor-made" countermeasures.。

In addition, he urged the ICT sector to correct and eliminate media irregularities, strictly implement the National Journalism Development and Management Plan to 2025, restructure media organizations, and increase the importance of book publishing.。

In response, Minister Nguyen Meng-hsiung said that in 2024, MIC will focus on the development of digital infrastructure and digital applications with the theme of "Popularizing digital infrastructure, creating digital applications, and developing the digital economy - a new driving force for economic growth and labor productivity."。
