The Foreign Investment Bureau under Vietnam's Ministry of Planning and Investment said Vietnam had attracted more than $25.7 billion in foreign direct investment (FDI) as of October this year, up 14 percent from a year earlier..7%, many tech groups are emerging in their investment activities in Vietnam。

In September this year, South Korean semiconductor giant Hana Micron's second production plant in Beijiang Province was officially completed and put into operation, which is also the first semiconductor manufacturing project in the northern part of the country.。So far, the company's total investment in Vietnam has reached $600 million.。This year, Hana Micron expects revenue to reach $300 million, and by 2025, the company plans to increase its total investment to more than $1 billion.。By then, the company will be able to generate $800 million in revenue and provide jobs for more than 4,000 workers.。

A month later, the global semiconductor packaging and testing service provider, Amkor Group, officially opened its semiconductor product manufacturing plant in Beining Province, with a total investment of US $1.6 billion by 2035.。

Not only that, Do Van Su, deputy director general of the Foreign Investment Agency, noted that capital from North American investors is moving to Vietnam.。To date, Apple has completed the transfer of 11 audiovisual equipment factories to Southeast Asian countries。Apple's three major partners in Vietnam, Foxconn, Luxshare and Goertek, have also recently increased their capital and plants in the country.。

Including recently, the U.S. Semiconductor Industry Association and many companies have also come to Vietnam to examine its investment environment as a location for transferring chip production.。Economists believe that Vietnam will further expand the development and production scale of semiconductors in 2024 under the cooperation with US technology companies。

Vu Siew Thanh, director of the Vietnam office of the US-ASEAN Business Council (USABC), said that Vietnam's automotive and semiconductor manufacturing industries have gradually become involved in the global supply chain and value chain, and many companies in the United States are continuing to accelerate the transfer of their supply chains to Vietnam.。

At the sixth plenary session of the 15th National Assembly of Viet Nam, Prime Minister Pham Minh Trinh stressed that Viet Nam attaches importance to the development of advantageous and key industries, especially high-value industries, including processing, manufacturing and semiconductor chip manufacturing.。

Linda Tan, chairman of the Southeast Asian Semiconductor Industry Association (SEMI SEA), said: "Vietnam's semiconductor industry is currently developing strongly, with huge advantages and potential, and is increasingly attracting large semiconductor companies from South Korea, Taiwan and the United States.。"

Earlier, Vietnam's N & G Group and South Korea's SEIN I & D Group signed an investment cooperation contract for the construction of the Vietnam-Korea Science Park production complex in June this year.。According to the contract, the two groups, together with Korean and international partners, will invest in the construction of infrastructure and specialization projects for the invention, manufacture and application of microchip products in accordance with global high-tech standards.。

In September this year, U.S. President Joe Biden visited Vietnam, and the two countries jointly announced that bilateral relations will be upgraded to a comprehensive strategic partnership, and innovation and development of the semiconductor industry have become the top priority of cooperation between the United States and Vietnam.。

Professionals expect that Vietnam's semiconductor industry will grow rapidly in the coming period。However, the semiconductor chip industry is still an emerging industry for Vietnam, so it needs to be prepared, especially in terms of human resource training, to seize the upcoming development opportunities。

In response, Minister Nguyen Chi Dung said, "The Vietnamese government will continue to create the most attractive business environment for investors, enterprises, research institutions and training facilities in the semiconductor industry, resulting in the establishment of the National Innovation Center (NIC) and the construction of three high-tech parks in Ho Chi Minh City, Hanoi and Da Nang, which will serve as an important bridge for the development of the domestic semiconductor industry ecosystem.。"

"Not only that, but Vietnam will also give maximum preferential treatment to investment projects in the sector within the legal framework," Minister Nguyen Chi Dung said.。

Recently, the National Innovation Center (NIC) of the Ministry of Planning and Investment of Vietnam has signed a memorandum of understanding with three major partners of Synopsys, Cadence and Arizona State University to promote the development of human resources in Vietnam's semiconductor industry and enhance Vietnam's semiconductor chip design and development capabilities.。Recently, the Ministry of Education and Training of Vietnam also signed a memorandum of cooperation with Intel Group on human resources development in high-tech industries.。

It is reported that in order to promote the implementation of various cooperation projects, Vietnam has established a semiconductor circuit design training and incubation center, thus realizing investment in information technology simulation and prototype infrastructure.。On the other hand, the semiconductor industry training and research projects set up by Vietnamese universities have also been highly appreciated by many industry insiders.。

The Vietnamese government has identified human resources training as a fundamental issue in the industry, and has tasked the Ministry of Planning and Investment, the Ministry of Information and Communications, and relevant ministries and departments to formulate action plans and human resources development proposals for the development of the industry in Vietnam, aiming to reach 500,000 engineers in the industry by 2030.。
