ASIC restricts temporary travel for former director of Blockchain Global
The Australian Securities and Investments Commission (ASIC) has obtained a temporary travel restriction order against former Blockchain Global Limited (in liquidation) director Liang Guo (aka Allan Guo)。
The Australian Securities and Investments Commission (ASIC) has obtained a temporary travel restriction order against former Blockchain Global Limited (in liquidation) director Liang Guo (aka Allan Guo)。
The orders, which were handed down by the Federal Court after ASIC's application, included a ban on Mr Kwok leaving or attempting to leave Australia before 20 August 2024, or leaving Australia before receiving a further order.。The orders were issued ex parte after a hearing on February 20, 2024.。
ASIC is currently investigating Mr. Guo and two other directors of Blockchain Global, Samuel Xue Lee and Zijang (Ryan) Xu, for their roles in the collapse of a crypto-asset exchange operated by Blockchain Global.。ASIC applied for the travel restriction order because of concerns that Mr Kwok might leave the country while the investigation continues。
As the hearing was held in Mr Kwok's absence, Mr Kwok has not yet had the opportunity to respond to ASIC's application or the basis on which ASIC claims a travel restriction order is necessary.。The case will be heard on March 12, 2024.。
- From around January 2016 until its collapse around December 2019, Blockchain Global operated a crypto-asset exchange called ACX Exchange that allowed customers to buy, sell and store crypto-assets.。
- On February 11, 2022, Blockchain Global appointed a liquidator。
- On November 1, 2023, the liquidator submitted a detailed report to ASIC to creditors outlining the possible violations of the Companies Act 2001 by current and former Blockchain officials, including Mr. Guo, Mr. Li and Mr. Xu.。
According to ASIC, Mr. Li and Mr. Xu are currently living overseas.。
